- since pour marquer / ancrer le début / la date / le point de départ de la période de référence d'un constat / bilan (ci-dessous, de 1989 au 6 mai 2013, date de l'article) :

Le Groupe Verbal (GV) de la proposition principale est au present perfect (haveauxiliaire + verbeau participe passé).
Cette forme verbale permet notamment de faire un bilan jusqu'au présent.
lorsque l'énoncé-bilan s'insère dans un texte au passé, cet énoncé est logiquiement au past perfect (hadauxiliaire + verbeau participe passé).
