Appelé Dublin III,

le règlement, signé en 2013

entre les pays membres

de l’Union européenne,

ainsi que la Suisse, l’Islande,

la Norvège et le Liechtenstein,

délègue la responsabilité de l’examen

de la demande d’asile d’un réfugié

au premier pays qui l’a accueilli.

Autrement dit, un réfugié entré

sur le territoire européen par l’Italie,

et ayant continué sa route jusqu’en France,

ne peut demander l’asile en France.

S’il enregistre sa demande

en préfecture,

il sera automatiquement placé

en « procédure Dublin »,

et renvoyé dans le pays d’entrée,

en l’occurrence l’Italie,

afin qu’elle traite sa demande d’asile.

C’est ce qu’on appelle

un « dubliné ».

Pour qu’un tel contrôle soit efficace,

l’Union européenne a mis en place

une procédure d’identification systématique

dès l’arrivée en Italie.

Les empreintes sont enregistrées

dans le fichier Eurodac.

Cet outil permet ensuite

aux éventuels pays de destination,

la France dans ce cas-ci,

de retrouver la trace

du premier enregistrement.
